ClearNet: Clear IE and .net download caches

The application Clearnet.exe is a .net utility which:
- Clears the entire IE cache (Temporary Files), including all cookies
- Clears the .net download cache by invoking gacutil.exe /nologo /cdl
The status is shown in a simple MessageBox.
